This is because the key can be remapped in the operating system for other reasons such as changing keyboard layouts as is referenced in the bug report in the URL. Apparently when this happens for some users the caps lock inversion that OpenOffice.org does to try to fix this 'issue' doesn't even go away when they quit OpenOffice.org.
