It is a support request and therefore Issuetracker is not the right place.
Your solution contains two things which will cause trouble.
1. You use list numbering instead of chapter numbering. That might work in some
special cases, but is the wrong way in general.
2. You use the heading styles inside the TOC to style the TOC lines. That will
mess up the numbering totally. Why do you do that? You can adapt the styles
"Content #" to your needs as you can do with all other styles.
So the clean way is to remove the list numbering, set the styles for the TOC to
the default "Content #", Goto Tools > Outline Numbering and assign "Heading #"
to the corresponding level.
