Attached is a bundle of patches to enforce character encoding of old xls, doc
and some rtf files produced by MSO < 97 and other third party applications.
Enforced character set is based on OOo's locale settings in
Tool-Options-Languages.
IMO, the better way is have another settings for character encoding of old MSO
docs.
Currently there are 2 languages (ru, uk) with non 1252 charset enforced. Other
languages can be added on request.
