Entering the following data leads to an error (openoffice found an error in the
formula entered):

=1e-3
=1E-3
=1e+3
=some_expression * 1e-3

Positive exponents, however, work:

=1E3
=1e-3
1e-3

The problem seems only to occur after a "=", so that I guess that it is a
parsing problem with formulas where the "E" for 10^x is mistaken for a cell
reference.
