I checked with "Ooo 3.0.0 RC3 Multilingual version German UI WIN XP: [OOO300m8
(Build9357)]" and can confirm the reported effect with picture_scaling1.odt and
also an own new WRITER document and an own png and also jpg image. D do some
resizes, some times with mm size and some times with relative size, and suddenly
the effect appears. I does not matter whether the image has been resized when
beeing inserted (because too big for page) or not.
Also visible with 2.4.1 (only png tested).
