The problem is that the Format - Columns dialog sets the initial focus to the OK
button, which correctly has no Help ID.
If you go to Format - Page - Columns, the initial focus is set to the Columns
spin box which has a Help ID, so here the Help button works.
I don't know if it is the expected behavior that the Format - Columns dialog
does not set the focus to the first control in that dialog or if this is a bug.
However, I've found the following Help IDs that look as if they are defined for
this dialog (without tools that display the dialog ID I can only guess):
FN_FORMAT_PAGE_COLUMN_DLG,20449,.uno:PageColumnDialog
and added both to the dialog, so may be this fixes this issue (we will know
following a build of the CWS hcshared21)
