Verified for PC platform, Windows Vista Home Premium OS with version DEV300m37 
and DEV300m9 - ' The "Find and replace " window appears twice ' is not 
reproduceable. But I have reproduced the second described issue - ' When ctrl+f 
is pressed instead of opening the  "Find and replace window", the
cursor shifts to the File menu which is generally accessed by "Alt+F".'

Steps to reproduce:

1.      Open OO Writer
2.      Open text document
3.      Press Ctrl+F – Find and Replace dialog appears
4.      Press Alt+F – File menu opens
5.      Press ESC – File menu closes
6.      Press Ctrl+F – File menu opens
7.      Press Ctrl+E – Edit menu opens
8.      Press Ctrl+V – View menu opens
9.      …
10.     Change focus from menu items by clicking mouth
11.     Press Ctrl+F – Find and Replace dialog appears
12.     Press Ctrl+E – the line where cursor positions is centered
13.     Press Ctrl+V – the copied text (if it exists) is pasted
14.     …
