Actually I had a look at the thing and I don't understand why we have always
(also before Notes2) imported a <META NAME="CHANGEDBY" CONTENT="..."> as
note!!???
It may be clever to import scripts and comments tags like this but "CHANGEDBY"
is a META, a document property and shouldn't appear *in* the document.
I think we have to discuss this and maybe this is a complex change in the code.
That's why I'm setting 3.2 and set Christoph and Mathias on CC.
So, to answer your question: we shouldn't import it as a note and export it as
well NOT as a note.
