Applied in CWS kashidafix02.
There are some strange symptoms though, where it looks to me that the fallback
was taken too early.
Trying to isolate a problem case down.
Also need to find a way for UNX to suppress the injection of kashida glyphs
when the blank justification
fallback was taken.
