I think I found it: ICU also does the glyph-merge (for U+0651&U+064E), which
results in a combined
glyph and a deleted-glyph marker. GenericSalLayout::KashidaJustify() needs to
be tweaked a bit to handle
this too. Thanks for the hint with the combined glyph!
