The difference is: In these fonts consonants, not diacritics are merged into one glyph. If the application layer assigns a kashida position to a merged glyphs, this leads to unexpected results. Therefore we have in UniscribeLayout this extra validating of kashida positions. If icu doesn't do the merge, I expect no problem.
