I always assumed that the site was in English, and in English "This issue deopends on Issue 99468" means that it requires Issue 99468 to be solved before this one can be. That is not the case. One duplicate can perfectly well be resolved on its own without any requirement for all other duplicates to be resolved. It would, however, make sense to say that resolving all duplicates requires this one to be resolved.
