Making only languages/locales with locale data available as default document
languages was on purpose, as without locale data there is no calendar
information, no number formatting (separators, grouping, numerals), field
content such as above/below words or dates not localized, numbering and outline
numbering, ...
I don't think we should change that. In fact a language not appearing there was
a good reason in the past for people interested in their language's localization
to actually submit locale data ;-)
