Well the help is misleading on this point.

"Update style" is not: "I want to update selected paragraph style A with the
attributes of a style B" (so that style A and B are identical) but "I want the
manual formatting applied to the selected paragraph to be transferred into the
style" 

Point 3 especially: "3.In the document, click where you want to copy the updated
style from. For example, click a paragraph that you applied manual formatting 
to."

"where you want to copy the updated style from" is a bit fuzzy, makes think you
will copy the attributes of the current paragraph into the current (even an
other style in Styles & Formattings) selected style. This is wrong.

Better would be (besides my poor English wording! ;) ):

"Updating Styles From Selections
1) Select a paragraph that you applied manual formatting to and for which you
want to update the applied style with this formatting
2) Choose Format - Styles and Formatting.
3) Click the icon of the style category that you want to update.
4) In the Styles and Formatting window, click the style that you want to update.
5) Click the arrow next to the New Style from Selection icon and choose Update
Style from the submenu."

With your example:
1) Format manually the paragraph which has the style "Indent 2 - Bulleted -
First" like "Indent 2 - Bulleted" 
2) Select the paragraph
3) Click the "Paragraph styles" icon.
4) In the Styles and Formatting window, click "Indent 2 - Bulleted - First"
5) Click the arrow next to the New Style from Selection icon and choose Update
Style from the submenu."
