The reason for this bug is the asynchronous execution of commands triggered by
clicks on a popup menu: After the context menu is closed the insertion
indicator (black bar) is hidden. Its position is saved by selecting the
previous slide. When then (eventually) the past command is executed it looks at
the current selection and pasts the slide after the last selected slide. This
goes well unless the insertion position is before the first slide. In this case
the there is no other slide before it and the insertion position can not be
saved by selecting that slide: the selection remains empty. When the past
commands then tries to determine where to insert the slide from the clipboard it
used the default position for an empty selection: the end of the document.
