The numbering cannot be set as to "restart" in a style. There, you can only set
"Line numbering" (to be used in Tools.Line Numbering) to restart.
This is designed to behave like this, because a restarted numbering in a style
would confuse many users (result of a usability test). Thus it is forbidden.
You can only set "restart numbering" in Format.Paragraph.Numbering.
