We are building all versions of OOo and make them all available for the
community:
see: ftp://ftp5.gwdg.de/pub/openoffice/extended/3.1.0rc2/. The release
candidates are build all with and without JRE. It's up to the releasing people
in the community (normally the language projects
http://projects.openoffice.org/native-lang.html) to decide and test what should
be released.
