What are you trying to obtain? I can't see that ”000#” makes any sense. What's 
wrong with ”0000”? Wouldn't that fulfill your needs?

The only difference with ”000#” vs ”0000” is when 0 is entered. The result 
would then be 000 instead of 0000. Is this what you want?

But I agree that OpenOffice.org shouldn't change anything that the user have 
entered.
