Some extensions refuse to install if OOo is installed for «All Users» on XP because they demand EULA agreement individually for each user. So there is need for an EULA agreement manager (EAM) that delays the agreement till the next use of OOo by any user. Installing OOo multiply individually for each possible user is a massive waste of space. Thus the EAM should fake a single-user installation that would put the extension into shared storage and the EULA agreed flag into the individual profiles.
