First of all, in the attached sample the appendix paragraphs are not an outline
(as this has to be declared in Tools.Outline numbering) they are a simply
numbered list.
The intention of this "outline" feature in the paragraph format is, to have a
certain paragraph as member in the Table of contents (aka TOC) independently
from the Headings or list levels in the document.
With the current behavior you have the possibility to mark certain list
paragraphs of same level with different outline levels, so you are able to say:
"Oh, want this as level three in the list, but as level 4 in the TOC.
Also if you have lists where you only use the first level and you want these as
sub-items int the TOC (on second level). It is not usual to have list items as
firt level in a TOC.
As you see, it gives you a lot more freedom.
