This attribute is for paragraph styles specified in the ODF specification since ODF version 1.0 - Lotus Symphony 1.2 does not seem to support this ODF attribute. - OpenOffice.org does not by default apply the outline style to the headings of a ODF text document. That is the part of ODF specification to which OpenOffice.org does not completely conform to and to which I referenced in my previous post. ad Your "lizard 1-click things": I do not know what Your "lizard 1-click things" are.
