The rule for MOD is "Computes the remainder of a/b. The remainder has the same
sign as b." Therefore you get MOD(-5;4)= 3 due to the calculation -5 = (-2)*4
+3. Using the other solution -5 = (-1) * 4 -1 would give a negative remainder.
The rule for QUOTIENT is "Return the integer portion of a division, e.g.,
QUOTIENT(-14;5) is -2."
So QUOTIENT(-5;4)=-1 because -5/4 = -1,25
So currently OOo follows the spec. For any changes first the spec has to be
changed. But that is out of scope of this issue tracker.

@Eike: Please have a look, whether to propose to OASIS that the spec should be
changed so that a = QUOTIENT(a;b)*b + MOD(a;b) in all cases.
