This has now, I think, been resolved. Your 100846 issue is a duplicate.
The problem arose from the extension Delta Compare, and was caused by the
extension package lacking a component file needed in 3.1 but not in 3.0. Once
we'd established this as the cause of the problems you've described, I notified
the extension authors who have now issued an update of Delta to fix it.
If you go to the OO forum (link in my 17th July post) you will see a full
narrative of the problem, plus contributions from Delta authors. You will also
find there the steps to recover. I would suggest that you do this.
1) Backup your \user profile folder (there are details/links on doing this in
that Forum topic, as well as a list of the contents of the subfolders).
2)Uninstall 3.0.1. Reinstall 3.1.1. Start it up (this creates a fresh clean
\user folder)
3) From your backup, restore all your \user folders EXCEPT uno_packages
(extensions folder). However, if you can identify the subfolder in uno which
contains Delta (perhaps by a string search for "delta"), then you could copy
over all the other extensions folders EXCEPT that for Delta. This will save you
having to reinstall all your other extensions if indeed you have any.
Restoring folders other than the extension folder from the backup has the effect
of avoiding the necessity of starting (for example) your personal dictionary
from scratch.
4) Start up and you should find OO 3.1 works as normal. Check the extension
manager to see that your other extensions appear there.
5) Go to the Delta extension in OO Extensions, download and install the latest
version.
All should then be well.

topic in the OO Forum. We can then try to help you from there.
