We also get the %23 in the Acrobat warning but after confirming this warning,
the PDF opens fine in Firefox 3.0.x.
So the content written ("#" or it's HTML equivalent "%23") is ok and works.
This must be a problem between the Acrobat and the Firefox version you are
using.
