I can't confirm this issue with a actual 3.x. I change the performance, to show
the OOo internal "file open" dialog, then I open a URL
(http://www.openoffice.org) and the first letter stay in lowercase. So I will
close this issue.
If you realy have a Problem with a actual build from OOo, please reopen, and try
to provide more Informations.
