The data in row B are relative references and they are treated as such. It
becomes easier to understand, if you write the references in the R1C1 form. Then
the pairs are:

This gives the values as you see them.
I guess, that you try to make a database table in Calc with a foreign key to
itself. If so, you should consider to use Base instead of Calc.
If you will use the sheet as a data base table, you must mimic the behavior of a
data base engine in Calc. And that means here, that you never sort or move the
data records itself, but only view the data in a sorted way. Use a different
sheet which shows the data via =$Sheet1.B2 etc. and this sheet you can sort.
