I can confirm that the language bar works when another window (i.e. Firefox) is open, however minimizing that and opening/maximizing OOo Writer causes the language bar to disappear and I am only able to enter English - U.S. keys. This may or may not be related to Issue 83282, however the workaround listed in that issue does not work for me.
