And what makes you sure KDE4-systems do have KDE3s kdelibs available? If not,
the fallback would not work anyway.
And why do you want to use a non-matching plugin for KDE4 users?
Third point: The current KDE4 stuff the distributions ship and which is in
DEV300 does differentiate between KDE4 and KDE3 in the detection. Will it break?
