Short answer: The other program is broken, it expects quote delimiters where
none are required.

The term "text delimiter" is misleading in the OOo UI, it should be changed to
"quote delimiter". The delimiter is not related to text fields.
And no, MS-Excel does not unconditionally add quote delimiters when saving to
CSV, at least Excel2003 and Excel2007 don't.
