Previously I raised a defect on this for 3.1 which was closed as a duplicate 
of 97969 and supposedly fixed in 3.2.  I have downloaded the 3.2RC and am 
still getting the same issues.

When I update a template I get an error message saying the template could not 
be saved.  There are then 2 versions of template (one of them is appended with 
a 1 at the end of the name).

I believe that when using templates based on other templates, new text added 
to the base template should be shadowed down the hierarchy when you click the 
apply button.  However, nothing happens at this point.  I'm not sure if this 
is a consequence of the templates not updating correctly or a 2nd bug.
