I also see that behaviour with "Ooo 3.1.1 WIN XP DE[OOO310m19 (Build 9420)].
If you insert the long URL text into a cell ( (with wrapping and URL recognition
on), the text will be wrapped, but when you press <enter> to accept the input,
URL will be recognized an wrap will be undone.
I can't see any advantage not to wrap a recognized URL, and lont UFLs will be
wrapped in text tables. So that's at least inconsistent, and I believe it's a
bug
