In OOo, the dimensions of a form control are *including* the border. That is, if
you have a control of size, say, 10x2.5cm, which has a border (of whatever
type), then the effective space for the text contained in the control will be
10x2.5cm *minus* the border width (which is a pixel, so, it depends on the
device where the control is rendered).

In PDF, as I understand it, the border is not part of the control, but a
separate element. Still, as long as this separate element is 10x2.5cm, and
encloses the "real" PDF control, without any spacing between the border element
and the control, then I think this is equivalent to OOo's own rendering.

In this case, there's nothing which can be done about it - as mentioned above,
slight differences when rendering the control (including border) on different
devices are "natural", and here, a PDF document just counts as another device to
render on.

In particular, making the PDF control 10x2.5cm, and surrounding it by an
additional border, would immediately yield other problems: Imagine a document
where a form control and some other object are adjacent. In case the border
would be "outside" the 10x2.5cm PDF control, it would overlap with this other
element - which also would not be layout-preserving.
