It should either apply last color used (like ooWriter) or open the color menu/palette (like ooCalc background color icon). The drop down arrow works fine. It may be, for fuller functionality, the icon should apply last color and let the drop down arrow open the color palette or for (Ergonomic / Accessibility) reasons have the icon open the color palette.
