Using '%' in file names for attachments unfortunately results in illegal URLs; I
cannot download test (90%).pdf
Also if the original image is a jpeg file, it is exported directly to PDF since
uncompressing and recompressing it will not improve it. At least this shortcut
will work again when the fix for issue 105243 gets integrated.
If there is actually a problem with jpeg compression, this would be more a case
for sj.
