Yes, I meant the usage of style:writing-mode attribute as a
style:table-cell-properties attribute.

The ODF 1.1 specification references which you have given are about the
style:table-properties attributes, not about the style:table-cell-properties
attributes.
The style:table-cell-properties are given in chapter 15.11 of ODF 1.1
specification which does not contain the style:writing-mode attribute.
Did I miss anything in the ODF 1.1 specification?
