I just finished work on my Master's thesis using Writer, and I discovered an
INCREDIBLY frustrating behavior with respect to page-anchored objects. 
Page-anchoring ties an object to a specific page number in the document, NOT to
the upstream page-break.  So, for example, if you have completed a 100 page
report with dozens of page-anchored figures, and then you need to add a title
page, you cannot do so without manually changing the position of all your 
figures.

I'm aware that this issue has been posted as an "enhancement" here
http://qa.openoffice.org/issues/show_bug.cgi?id=103623
but I feel that this is a significant oversight in functionality that deserves
to be called a defect.

The logical solution for page-anchored objects is to anchor them relative to the
nearest upstream page-break.  This is the way that text works.  That way, you
can insert pages before them, and the relationship between the text on the page
and the anchored object will be preserved.
