I can tell you that this doesn't work either. Let's say that you have completed all of your text, and you've reserved one page at the top for a List of Figures, which you plan to generate using Writer's "Index/Table" feature. You then paste in all of your figures, page-anchoring them so that they can be positioned just right. Finally, you generate your Index of figures. If you have a lot of figures, the index will be longer than one page. It will overflow onto a second page, changing the position of all the figure relative to the text. If you have chapter breaks, it may move figures to different chapters, so that their numbers are wrong, too (e.g. Figure 4.22 may turn into figure 5.1) There is no workaround that I can think of besides manually repositioning all the figures.
