Yes, a default document language can only be set if locale data is available. I had a quick glance at the dictionary extension. The name is given as <node oor:name="HunspellDic_kik-KE" oor:op="fuse"> I think that should be <node oor:name="HunspellDic_kik_KE" oor:op="fuse"> instead, note '_' underscore instead of '-' hyphen. That might explain why after installation there are two English_US entries because there is no match for a "ki-KE" _language_.
