NOT Reproducible with "Ooo 3.1.1 WIN XP DE[OOO310m19 (Build 9420)]" or with
"Ooo-Dev 3.3 multilingual version English UI WIN XP: [DEV300m82 (Build 9510)]".
I believe this one is related to Issue 103008.
May be attached system information might lead to the core of the problem?

further issues or post again here? Then please select correct information for
Issue Tracker selection fields Component, Subcomponent, Platform, OS, Version,
Priority (generally: leave '3'), contribute a clear step by step instruction
containing all observations (error messages ...), EVERY key press and EVERY
mouse click how to reproduce the problem, and explain why you believe that your
results are unexpected.
That means (for example):
do not write something like "I am not able to ...", but
6. left mouse click on …
expected: …, color of … changes, …
actual: no …., color remains white, no …
Did modifications in OOo settings show influence to your problem?

- always specify your OOo download source, version, localization,
OS and Platform you used for your tests!
- contribute more information concerning your PCs (Procesor, memory,
Graphic card ...)
- contiruteprecise information concerning scroll speed -we can't know
your frustration limit ;-)
- tell us whether that's a new effect in 3.2.1 or whether you already saw that
problem with 3.1
