This happens because the xcu file contains invalid utf-8.
The problem is however, that even if the extension is not registered it remains
in the extension folder of the shared repository and the next time OOo starts it
is registered. Because during start-up the config backend does not do
"live-registering" there is no exception and the extension is successfully
registered.
This scenario only affects shared extensions.
