On the other hand, it happens by pure luck that the live insertion causes the
exception.The configuration manager probably does some checks when "inserting"
the new file. However, this is not a given requirement. Typically extension
errors will only occur when they are used. The Registration step is only a means
for the extension manager to "make the extension usable" and does not aim at
checking its functionality.
Similarly errors  in bundled extensions may only occur when the user starts OOo.
I think it is not worth to find a solution here and make things more complicated
than they already are.
