='Sheet 2'.A2 contains a relative sheet reference pointing to "the next sheet"
if used on Sheet1 and still does when the reference is copied to another sheet.
Use an absolute sheet reference to get the behavior you intend, i.e. =$'Sheet
2'.A2
This is similar to absolute vs. relative row and column references, e.g. $A$1
vs. A1.
