My version of the PDF/A standard says "Conforming interactive readers may choose
to make hyperlinks non-actionable, ...", so acrobat reader certainly does that
according to standard.

However if I understand you correctly you do not really want PDF/A, you want
embedded standrad fonts. In OOo 3.3 you can achieve that by clicking the "Embed
standard fonts" checkbox in the PDF export dialog. This will cause OOo to embed
a font in the PDF to be used instead of the standard fonts (most likely the font
also used on the display, if that is a Type1 or TrueType font).

In earlier versions you could achieve that by not using the standard fonts
(Times, Helvetica, Courier, ZapfDingbats and Symbol) but using some other fonts
instead.
