You can use Arial and Tahoma by simply using Arial and Tahoma as your fonts. The
PDF standard fonts are "Times", "Helvetica", "Courier", "Symbol" and
"ZapfDingbats"; if you do not use those in your document, there will be an
embedded font.

If you want to publish the PDF you should probably take care of licensing
though. I have no idea about Microsoft's Arial and Tahoma licensing wrt. to
embedding in PDF. You might want to consider free alternatives like the DejaVu
family (http://dejavu-fonts.org) or other free fonts.
