Yes disabled controls are sometimes tricky to understand.
It means that you cannot use the features of the tab page because you are not in
a correct context to use them.
Ex: in Writer change to Superscript and Subscript.
Please ask and check this and the other cases with the support:

This issue is invalid for it supposes an "how to?" and addresses features
completely unrelated with each other.
