It would be fine that the Installer looks for previous versions of OOo 
and "upgrade" them. It could on of two things:

1) Install in an old directory. Replace old files with newer one's, leaving 
user settings, dictionaries and templates.

2) Install in a new directory. Import user settings dictionaries and templates. 
Uninstall previous version deleting all directories and files left behind.

I know that normal users should do this once in a while. For a system 
administrator is a little tired to uninstall previous versions. Install new 
one's. Look up for user settings, keyboard configurations, dictionaries, 
templates, etc. And delete all the old folders left behind from previous 
uninstallations.
