The resulting installation sets, will work on Win XP and not on Win 98 (because Khmer is not supported on Win 98). I sent task i47857 back to pjanik, to control whether he still has the problem with "km 0 1107 # Khmer" in msi encoding list. By the way. Who defined 1107 as the correct local ID (LCID) for Khmer? If this task still occurs after using km 0 1107 # Khmer I can only recommend to create bilingual installation sets (en-US and km) and to use english as installation language. In our packing process there is currently no way, to create the office product in one language and the installation in another language.
