I hope this is caused by the wrong ANSI-Codepage, which has to be

km    0  1107   # Khmer

instead of 

km    1252  1107   # Khmer

This will force the packing process to use UTF-8. The resulting installation
sets, will work on Win XP and not on Win 98 (because Khmer is not supported on
Win 98).
I sent task i47857 back to pjanik, to control whether he still has the problem
with "km    0  1107   # Khmer" in msi encoding list.

By the way. Who defined 1107 as the correct local ID (LCID) for Khmer? 

If this task still occurs after using 

km    0  1107   # Khmer

I can only recommend to create bilingual installation sets (en-US and km) and to
use english as installation language.
In our packing process there is currently no way, to create the office product
in one language and the installation in another language. In the past and in the
current packing process, the installation always had the same language(s) as the
 product.
