This is not an Excel file, but an HTML file. Therefore OOo Writer/Web (the HTML
editor application of OOo) tries to open it.

1) You can select Calc's HTML import filter in the File Open dialog ("Files of
type" listbox).

2) You can enter "soffice -calc filename" on the command line to force Calc to
open a file.
