Because of my remark from yesterday:
"No, please don't mix locales, each locale should have its own issue."
and so far there was only bn_IN.xml attached.

Please don't. Things are sometimes easier to sort out if the locales are
handled in separate issues, for example if one gives problems and the other
doesn't. Please create another issue for bn_BD and assign it directly to me
(er).
