if you paste a value into a cell, numberrecognition jumps in and converts (in
this case the string) into a date based on the locale. That means it formats the
cell to show as a date of a serial number. So there is no chance to to say this
is an ISO date. Applying the ISO numberformat on the serial number of the pasted
value results in the current behaviour.

If you format the cells before inserting the clipboard by using Paste Special -
unformatted text, the value will be correct as you've expected it.
